Moving from Ibadan with a family of four. Which Lagos area is calm and under ₦3m a year?

Two-bedroom, a road that doesn't flood, school within twenty minutes, light that does not disappear every night. I know it sounds like I am asking for a unicorn, but we are being realistic. Please be honest, because I have heard Ikeja GRA and Gbagada and Ajah so many times that I no longer know which of them lied.
