Who decided Ahmadu Bello Way should become a one-way street at 4pm without telling anybody?

Same road I took at 8am. 4pm, a man in a reflective vest is waving everybody back like we stole something. Thirty cars reversing on Ahmadu Bello Way. No sign, no announcement, just vibes and a whistle. I reached Oniru at 7:10. Is this a new rule or did I just meet a freelancer?
