The estate party levy bought no estate party. The balloons turned up at the chairman's gate.

So let me get this straight. August: ₦15k from every household for the estate family day. Postponed for security reasons. Postponed again for rain. Last Saturday a woman from block C walks past the chairman's gate and sees gold and white balloons. SAME balloons as on the receipt. SAME caterer. His daughter turned eight. His explanation: the balloons were a gift from a friend. We have called a meeting and I am bringing the receipt.
