Genuine question: who owns a road that the street paid to repair?

Block B put in four hundred thousand naira to fill our potholes. Two weeks later there is a signboard with a man's face on it saying Another Dividend of Democracy. He has never visited us. Our youth chairman says this is normal and we should be happy the board did not ask for a thank-you party. So is that really how it works? Asking properly, no jokes.
