Should Lagos ban okada fully or fix enforcement? I rely on it and I hate it.

I take okada to the bus stop every morning because the road is bad and I am late. I have also seen two accidents this month. Enforcement is a joke, because the same man who is fined on Monday is back on Tuesday. Honest answer, from people who actually ride, not people who watch from a car: ban, license, or leave it?
